Research Approach

Researchers developed the survey questions analyzed in this report to understand the extent of summer programs offered and how their programs compared with the design recommendations from the National Summer Learning Project.

The fall 2024 survey was completed by approximately 300 kindergarten through grade 12 school districts. RAND conducted a similar survey in 2023, which was completed by about 200 districts. This report includes snapshots of data from both surveys. However, the same districts did not participate in both. The survey design allowed multiple respondents from the same district central office to complete portions of the survey—for example, a superintendent, human resources director, or research director can

answer questions about district staffing levels and an academic director can complete questions about math instruction. While staff members overseeing summer programming were encouraged to respond to the survey, there is no data on who in each district completed the survey on their district’s behalf.

Survey responses were weighted to make them nationally representative.
