At least 23 states passed legislation in 2010 to boost leadership in public schools, according to this fourth annual roundup. In a new chapter this year on laws regarding principal recruitment and selection, the report notes action by eight states. A number of the measures focused on fostering alternatives to conventional, university-based principal preparation programs.
