The Wallace Foundation funded four school districts—Albuquerque, Houston, Pittsburgh, and Santa Ana, California—to explore the possible scaling up of a district-university collaboration pioneered in the late 1970s by the Yale-New Haven Teachers’ Institute. The goal, as Policy Studies Associates reports, was a rigorous and sustainable professional development program for teachers in large urban districts.
